Traction Headache

Is it possible to have sinus-related headaches but not feel very congested?
I've had headaches for the last few months including behind my left eye, my left cheek, and the back left side of my head. An MRI showed maxillary sinusitis which relates to the cheek, but I don't feel congested. Also I have a clicking noise at the base of my skull when I turn it to the left. I've tried a chiropractor, stretches, and home traction. The home traction seems to help a little, but the most success comes from taking Advil. So I repeat, is this possibly a deep, chronic sinus problem? Some sort of irritation, blockage, or inflamation?
It's not uncommon to have a chronic sinusitis going on and it not completely getting well with antibiotics. You wouldn't necessarily have congestion but could have some swelling and pressure in the sinus cavities that could cause the headaches.
I would recommend you go to an Ear Nose and Throat doctor and have an exam. A family practice physician will not exam you thoroughly enough to find it.
